Beginning April 1, 2024, we will adjust the base rates for existing business on all DMHC grandfathered medical plans with an April 1, 2024, effective date. Members will also receive an adjustment for age changes. The base rates for members on CDI grandfathered medical plans that were effective April 1, 2023, are not scheduled to change in 2024 due to a rate pass, but CDI members will receive an adjustment for age changes in 2024.
We've updated the Grandfathered Rate Sheet. It includes the plan names, contract codes, and base rates effective April 1, 2024.
Notifications to your existing Anthem clients
We will begin notifying impacted grandfathered plan clients this month with their new rate and the date it will go into effect (April 1, 2024, for most of these clients). This mailing will provide the required 60-day advance notification to your clients.
Any dental plan clients entering a new age category will also be notified of their dental rate change.

Client Information on Producer Toolbox
Your client information will be available under Reports in Producer Toolbox before the end of January. Grandfathered clients have these options to change their coverage:
- They can choose a new non-grandfathered ACA compliant Individual Health Plan during the Open Enrollment or a Special Enrollment Period (SEP)
- They can act during the SEP so they will qualify on their 2024 renewal. If they wish to change to an ACA compliant plan due to this qualifying event:
- They should select the “non-calendar renewal” qualifying event on the 2024 application
- They may apply up to 60 days before or 60 days after the effective date of their rate change
- They need to submit a copy of their grandfathered rate action/renewal notice as documentation of their qualifying event
