To comply with new state law (PDF), effective July 1, 2023, Covered California must offer financial assistance for individuals who lose Minimal Essential Coverage from an employer due to a labor dispute. And, starting January 1, 2024, the Exchange must offer zero-deductible for any covered benefit if the standard benefit design for this income has zero deductibles.
The program must include premium assistance and cost-sharing reduction subsidies and apply to Californians who lose minimum essential coverage due to a strike, lockout, or other labor dispute. Those individuals must meet all federal eligibility requirements except for income and will receive the same assistance provided to individuals with incomes of 138.1 % of the Federal Poverty Level.
